General Summary
GENERAL SUMMARY:
Ensures the proper compliance of licensees within the scope of their license agreements, identifies incorrect reporting and application of license agreement terms, minimizes exposure to incorrect and/or un/der reporting risks and practices, and protects the integrity of Qualcomm’s licensing business model. Responsible for analyzing complex data, identifying deficiencies in licensee compliance/reporting, calculating associated findings, developing and executing on resolution strategies, and effectively communicating appropriate information to internal and external audience. Manages relationships with business partners, identifies potential licensing and business opportunities, and works to maximize organizational financial goals. Maximizes Qualcomm royalty revenues by ensuring compliance with terms of all executed license agreements as evidenced by licensee collaboration, certificate validation, and audit participation all while driving issue and conflict resolution with licensees.
The responsibilities of this role include:
• Works under some supervision.
• Provides some supervision/guidance to other members; does not have direct reports.
• Responsible for own work. Decision-making is limited. Impact of decisions is readily apparent. Errors made typically only impact timeline (i.e., require additional time to correct).
• Requires verbal and written communication skills to convey information that may be somewhat complex to others who may have limited knowledge of the subject in question. Role may require basic negotiation and influence, cooperation, tact, and diplomacy, etc.
• Most tasks require multiple steps which can be performed in various orders; some planning and prioritization must occur to complete the tasks effectively; mistakes may result in some rework.
• Substantial creativity is needed to innovate new processes, procedures, or work products within guidelines or to achieve established objectives
• Deductive and inductive problem solving is required; multiple approaches may be taken/necessary to solve the problem; often information is missing or incomplete; intermediate data analysis/interpretation skills may be required
• Incumbent's input may be solicited during strategic planning period.
The responsibilities of this role do not include:
• Does not have financial accountability
• Has no influence over key organizational decisions.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
• Develops an understanding of license agreement terms, relevant amendments, and exceptions for licensee accounts assigned.
• Performs general quantitative analysis of licensee’s quarterly certificate including sales quantity, selling prices, deductions, ASIC inventory and related numerical trend, and identifies inaccuracies or issues.
• Performs peer review of work products for team members, with support from manager.
• Conducts general research on development, manufacturing and supply chain.
• Identifies and tracks compliance issues and potential licensing opportunities.
• Maintains productive relationships with licensees necessary to discuss any miscalculation, misinterpretation, misreporting, or underreporting payment issues, with some supervision.
• Starts to develop negotiation strategies to address questions from licensees, with minimal supervision. Considers the current business environment for the specific licensee (for staff, include and related licensees) as well as potential future impact.
• Works with individuals inside own team and with other teams to complete compliance work.
• Reviews License Agreements prior to execution and approves relevant non-standard terms. Supports Licensing and Legal teams with drafting and negotiating terms with licensees, under supervision.
• Prepares analysis for ad hoc projects to support management or other teams, under some supervision.
• Completes un/der reporting analysis, compares licensee reported quantity against third-party data, quantifies un/der reporting volume, and presents to various internal audiences, with support and guidance from manager.
• Assists with establishing evidence and argument of un/der reporting that can be used in negotiation with licensee using different scenarios and criteria with some supervision.
• Makes decisions as it pertains to one's own area of work, with some supervision. Provides feedback on decisions made outside own area.
• Guides and assists peers and junior members of the team to complete work.
**Must be Fluent in Mandarin Chinese Language**
PHYSICAL REQUIREMENTS:
Monitors and utilizes computers and test equipment for more than 6 hours a day.
Continuous communication which includes the comprehension of information with colleagues, customers, and vendors both in person and remotely.
Travels domestically and internationally multiple times per year.

Work Experiences:
2+ years IPR Compliance or related work experience.
Preferred Qualifications Education: Masters - Accounting, Masters - Business Administration, Masters - Economics, Masters - Engineering, Masters - Finance, Masters - International Affairs, Masters - legal-related field (e.g., Law, Legal Studies, etc.), Masters - Marketing
