General Summary
Qualcomm’s Government Affairs organization is looking for an experienced professional to join as Director, Public Affairs to support the group in stakeholder engagement at the intersection of public affairs and public policy. Qualcomm’s Public Affairs team plays a critical role in engagement with thought leaders, policy makers, think tanks, media, advocacy coalitions and policy institutes in the development of strategies and programs aimed at advancing the company’s policy agenda and elevating its profile among government officials and legislators, including education for their constituencies about 5G, global technological leadership and the societal, economic and environmental impacts. Qualcomm’s key domestic and international public policy priorities include the areas of 5G, 6G, emerging technologies, intellectual property, standards, antitrust, trade, national security, tax, patent equity and other issues. The position is based in San Diego or Washington, DC with the ability to travel to San Diego regularly.
Preferred Qualifications:
Policy and/or press office experience in Congress, White House, trade associations, think tanks or related orgs
Familiarity with intellectual property, antitrust, telecommunications and/or semiconductor industry sector developments in the U.S. and internationally
Ability to manage multiple work streams and issue areas while maintaining an understanding of, and coordination with, the company’s broader priorities and goals
Consistent track record of excellent professional writing, communications and project management skills
Proven track record of engaging stakeholders in issues that overlap public affairs and public policy
Strong verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels
Self-motivated, responsible, action-oriented
Excellent research, writing, and analytical skills
Exhibits strong judgment and executive presence
Experience in crisis communication and exhibits anticipatory thinking.
Proven experience in leading digital, social media and influencer projects for advocacy purposes
Flexibility and proven ability of how to work as part of a team and within a matrixed organization
Ability to form authentic and effective relationships both inside and outside the organization
We have an immediate opportunity for a public affairs professional with strong issues advocacy, issues management, writing, project management skills and public policy expertise. The Director position involves strategically and effectively developing Qualcomm messaging and initiatives to reach policy audiences, think tanks, trade associations and other stakeholders.
The responsibilities of this role include:
Develop, manage, and support programs, projects, and initiatives related to public affairs/government affairs.
Work internally and externally to advocate and showcase Qualcomm's business model, technology, and positions to shape policy, regulatory, and public issues and create business opportunities.
Leverage expert knowledge of government and related institutions (e.g., structure, practices, policies, laws, regulations) to contribute to the development and improvement of strategic programs, initiatives, or portfolios with high-level visibility
Identify potential strategic partnerships and identification of tech policy thought leadership opportunities
Work with other departments within Qualcomm and/or globally as well as contacts outside of Qualcomm to gain insight, ideas, and build long-term connections.
Collaborate closely with internal and external stakeholders to develop, integrate, and/or execute large initiatives.
Development of creative strategies, initiatives and compelling content to support advocacy efforts
Issues management and message development regarding Qualcomm’s policy issues
Development of “big ideas” to drive policy priorities
Coalition building and third-party engagement
Work with domestic and international government/policymaker audiences including policy media and influentials
Support for events, speakerships and briefings
Advising executives, businesses, regions and third-parties on delivery of key messages
Minimum Qualifications
Education:
Bachelors - Business, Bachelors - Engineering, Bachelors - Government Affairs, Bachelors - legal-related field (e.g., Law, Legal Studies, etc.), Bachelors - Political Science, Bachelors - Public Affairs, Bachelors - Public Policy
Work Experiences:
7+ years Government Affairs, Communications, Industry Associations, or related work experience.

8+ years Government Affairs, Communications, Industry Associations, or related work experience. ,3+ years working with operating budgets, resources, and/or project financials.
